It's about to get messy.

  • Agent 3 is 9-B+, though has attacks higher than their listed value
  • Bendy is in his Beast Bendy key, making him 9-A
  • The AP difference is roughly 6×, however Agent 3 can close the gap via Specials to an unknown degree
  • The battle takes place in neutral territory (SBA). No pre-existing ink, no Spawn Points
  • SBA otherwise

3 has much better reactions, but otherwise they seem close
 
I would say if bendy hits her he can do massive damage plus with teleporting it may be harder for her to hit him but if she lands a hit bendy will probably be confused
I say the best thing bendy has in this is fear manipulation
 
I can equalize speed, that'll help. I assumed Bendy having higher combat speed meant that 3's higher reactions wouldn't be too much of a deal

EDIT: Actually, with the new wonky speed rule, it just makes Bendy have slower combat speed. Hmmm

I'm going to assume Bendy's stuff is back to normal...so...

Agent 3 doesn't have a way to kill Bendy, since his presence creates Ink around him, allowing him to respawn.

Agent 3 CAN mitigate the madness manip inflicted by Ink via Ink Resistance Up, but since Ink inflicts its effects over days, this is a moot point.

Fear manip can screw Agent 3 over.

And ye, that's it. We (Aka, me) don't know how much is "higher" in Agent 3's specials. She has no counters to respawns, and she has no counters to anything that Bendy can't do, like:

Crushing her with Ink (Not ic, but it is possible). Fear manipulating her and talking her out with SI (which, would be hilarious, btw). Manipulating her soul the moment she comes into contact with Ink, and being quantifiably stronger than her, possibly being able to teleport around and just one-shot her.

Oh, and I don't think she has any way to counter the passive spread of Ink IMO.
