I say Incon, Lalo is smarter but Tuco is portrayed as a brawler and thus you would think has more experience while Lalo seems to go for guns more often or cheat tactics like when he threw boiling water at a merc man. I assume they're fighting in Central Park but that's too vague so idk what Lalo could do.
