Id say it can because simply having another being in you isn't enough its a technique the biju/jinchruiki have to learn+ Naruto knew bee was perfect jin yet still told him if you get hit by tsuk its over (because of the speed that it happens, itachi can make 0.0000000001 seconds go by in less then a second)

The way I see it, genjutsu works on the nervous system, Bleach characters are not made out of organic matter or maybe not physical matter at all so unless genjutsu can work on spiritual matter, tsukuyomi probably does not work.

They are basically humans just made out of energy they still have a nervous system and stuff you may be looking a little TOO much into it lol. Also not all genjutsu targets the nervous system iirc
