Dio when he literally spams the shit out of it still, except it's layered. He uses it in response to numerous things.

If you wanna go in character, Dio in character as his leaduses heat seeking shadow aura that rewrites dudes and makes him his slave or rips their soul, or BFR, that is also 2-A. Or both.

That or just throwing minions while he chills in a alt universe.

You're using peak Dio, dude can flex and straight up rewrite reality.

He still took over multiple jobros while in a different universe. He teleported the joestars to his dimension without touching them, ect. He still bodies law.

Jotaro can't see in it let alone use his own to counter. For reference every time stopper in game can activate their own to move in others, and in the story mode itself he can do so against High Dio in the intro. HA DIO's time stop is unqiue, to Jotaro it's just a white flash and the funny time sfx and then Dio is just gone.
He can even do so while getting juggled by Plat to instantly escape and will frequently do so if he's taking to much damage to fast.

Not the best example given it's against the ally, but it's what I had on hand. To Jotaro it looks like this too, he can't see, move or act in it at all (Can for other Dio's tho).

I'm gonna let you in on a lil secret, he sandbagged. On purpose. He wanted 36 souls. He wanted them at their best, at the height of their spiritual strength, right when they thought they were gonna win, so the soul energy would be stronger. He says this himself (he actually thinks it, he never actually reveals his plan outloud) right before ripping out their souls.

This ignores 9 chapters of game before this scene as well but whatever.
