It was never stated or shown that that was how him gaining that kind of power worked. He got stronger, yes, but it was never stated or clearly shown to be in such a linear fashion, especially since he was shown superior to everyone else from the jump anyhow. Hence why I think a rating of 'at least' fits best here. We know he's stronger, but there's no feat or in verse statements, that allow us to quantify it.

I know that but if all of his siblings are on par with him (and why wouldn't they be, they trained with him for their entire lives and two of them at least - Vincente and Daniel - were able to harm him) then his power level should increase in such a linear fashion.

I think for base Hoaqin, he should be rated as "at least town level" and that hoaqin with three shouls should be, "at least town level, likely higher" as we can't quantify the increase.

I already gave my critiques on the scaling. The current scaling seems fine.
