Noctune has passive mind/madness hax waaaaaaay higher [infinite people worth of potency] than what they can resist, so they get haxed

It is just part of his aura. Tbh i'm not really sure. It seems like the side effect of the fear manip or maybe 'it just works' by him standing there.

Better ask the expert for explanation.

There's not a single strongest one. The silly ones include Goddess (Parahumans) (Passive mindhax, among other things), Eidolon (Worm), Glaistig Uaine, Khepri with all equipment, Cauldro, and all the Endbringers.
