Top 5 Most Powerful Actors and Artists for each Tier

Rulers

• Actors, writers, artist, voice actors that are not the character itself are allowed (for example, Edson Matus was the voice of Henry Cavill's Superman in Man Of Steel in Spanish version)
• Manga and comic characters are ruled out unless they are specifically cast into a character (example Grant Morison/The Writer and Paul McGann/8th Doctor are fair game but things like Goku from the manga, Superman post crisis, etc is a No) but their adaptations are fine
• The actors/writers all, even if they are repeat characters with other actors in the form of a Composite, but the personality will be guided by their most famous character although they will have parts of the other characters.
• The actors will only have everything that they have worked on, so if they are replaced, they will not have what they have after leaving their role (Example: Peter Capaldi's doctor will not have the same powers as Jodie Whittaker)
• The actors will have everything they have worked on as if they were a Composite
• Characters only qualify for a tier if they are physically in that tier themselves. Tiers through amps that increases both Attack Potency and Durability also works, and the same applies to tiers via technology.
• Prep Time is only allowed if the character gets its tier via that.
• Speed is equalized by default. Spots via speed unequal are valid, but without defeating someone at speed equal, both characters will share a spot.
• SBA is assumed

The highest stats are the ones that are used, only one actor for example Mario Castañeda is 2-C for having Bakugan Exedra, but most of his characters range from Low 2-C to 10-A, so he only occupies a level.

but for unstable levels like the writer who swings from tier High 1-A to 0 he can occupy two places

You can add like dozens of Kamen Rider actor to 1-C

hmm the anime hasn't gone that far yet where diablo has high godly regen or them explaining Great spirits/primordial demons
He also voices merlin in Fate Grand order tho does that work too
or Kishibe rohan or Dragon Shiryu in Saint Seiya

With his Shotaro Ishinomori (Character) basically exist in the Real World above the layers of Kamen Rider reality, so put him above Oma.
