For punches? Questionable. Punches are more KE than heat energy, but on a ballpark level durability and heat resistance can actually not be too far apart. You definitely can't burn a 5-B character with regular fire.
Flames would definitely scale energy for temperature and there is no problem with that. The power level of flames is not ranked in temperature but in energy. The established power level is whatever its energy is.
Maybe temperature statements at times are much lower than what the energy establishes, but the same goes for lots of statements on any character's stats.

If we can just translate AP to the user's Heat via Fire Manipulation (even though we can't say a 3-A tanks a 200 million degree fire because dura can't become heat dura), then just look for a Tier 1/2 character with fire manipulation.
It'll be unfair.

Limit it to Tier 3 and finite heat.

Beats 3 by a lot, if you take the statement to mean it’s 1000x the heat of a supernova, then it’s 1 trillion degrees, However, given the way specific heat capacity works, temperature won’t usually scale linearly with heat, so it’s probably gonna be less than 1000x the temperature.

This dude has magma (do we count magma users? I'd say Riddles but fire isn't his main schtick) that can harm Varia Samus. Who no sold a planet engulfing nuclear reactor explosion from the center of it without even flinching.
