I don't recall Mask doing that to actual living things.

It does. All Tom literally has is lifting strength, slighty higher regen, and Stamina.
Tom can't really harm the Mask so while he no sells Tom's attacks, he turns him into a Tommy Gun. And I'm pretty sure have a massive AP, Durability, Intelligence, and range helps.
