I think Kami said that to Mr Popo when talking about Goku and Raditz ending up in the afterlife despite being killed by Piccolo.

Chaotzu would be dead permanently if this were the case.

It's stated that the souls of those Piccolo kills can't pass on. That doesn't mean they can't be brought back with the Dragon Balls.

Also, Kami made Chiaotzu a new body.
 
The Special Plan to Eradicate the Saiyans, has many versions which are very similar but have minor differencies:

- In the game, the old 90's anime version, and also the version with multiple outcomes [like giant Hatchiyack and etc.], the Ghost Warriors are portrayed as Non-Corporeal Ghosts.

- In the latest version [In Raging Blast 2] the Ghost are portrayed as simply Intangible Gas.
 
Can I ask why we consider the new version canon to the anime instead of the older one?

The old version was written by Takao Koyama while the new one wasn't.

Common misconception. It was adapted into the video-game, but was animated as its own thing beforehand.

It is also written by Takao Koyama while the new one isn't. Takao Koyama is the lead scriptwriter of literally every single DBZ movie outside of the SSJ Bardock one. Easy choice to make regarding canon there.
 
There are interesting things in that old special:

It seems that Raichi Fodder Monster reached from the Dark Planet, which is located at the edge of the universe to earth, according to Trunks they also appeared in the Future.

In the above link at 4:57 and 9:25 Ghost Raichi likely attacks the group with electricity [that gives him a range upgrade since he attacked the group far away from his planet, also controlled the ghosts that appeared on earth, and likely receives electricity manipulation], which literally rips apart the spaceship. Despite said spaceship having many holes the Z-Fighterz [Goku, Trunks, Vegeta, Piccolo and Gohan] are able to breath without problems thanks to their Type 1 Self-Sustenance [There is likely no healthy oxigen in the Dark Planet], so i think that Lord Slug, Pan and GT Trunks could receive that from them/also from Paragus. If someone brings that Goku has used a spacesuit, it's likely to not get diseases from these areas of space.

The full Special and where i got that is here . The monster appears at 5:50 and King Kai statement is at 26:00, where he says at the end of the universe.
 
It's not implied if the monsters arrived with a spaceship, and there is no timeframe as its not mentioned/implied how much time it took for them to arrive on earth.
 
I like how they couldn't shoot energy blasts but they could still transform and amplify their strength, speed, reactions, and durability from the passive power nulling gas or whatever.
 
Speaking of speed feats, 'think we should revisit Goku and Cooler's speed feat of fighting in the Instant Transmission timeframe window.

2. How could said feat be calculable?

Want to point out that the entire special apparently happened in little more than an afternoon, since Chi-Chi at the start said that dinner was ready, and at the end she was still waiting for Goku and Gohan to eat. This would include the part where they travelled via spaceship to the dark planet.

And the effects and appearance of the raichi monsters went unnoticed until Gohan arrived with dead wood at the start (then Mr. Popo appeared to explain what happened).

In the prologue we see Raichi unleashing the monsters and them flying away. That'd suggest the monsters arrived on Earth within a couple hours, considering Guardians are able to sense what is happening on Earth at all times (according to Kami)
