Yes but he should have all of Master Mogul's abilities listed on his profile.

I think noting that Titan Tails gained Mogul's powers in particular should be listed though. Plus I think it's necessary to note that Titan Tails possesses the physiology of a Chaos Force deity (Higher-Dimensional Existence).

It depends on if you consider Titan Tails when he first formed or when he's at his strongest. Either way, like ShadowWarrior said he could just absorb the power from someone with power comparable to Mogul's so it's kind of moot.
