Timothy Hunter is definitely far stronger than what he appears as now, thanks to his portrayal in Justice League Dark [Same one with Pralaya and Swamp Thing with World Tree] . I shall explain it now below [ I'll deal with Vertigo feats later..Work in Progress ] :

Spatial-Dimensions and 8th-Dimension was mentioned in these series of comics as implied above, so "World" / "All of Existence" / "Multiverse" would be High 1-B in this case. It would be his new tier due to this. At bare minimum, he would be 8th Dimensional / 1-C for being at least superior to it.
