Timeframe used for Amagiri Ayato's calculation

So, currently the accepted end for this calculation uses 0.08 second timeframe, which is listed as peak human on the site. Here is the calculation itself:

However, if you read my calculation you notice that the opponents Ayato blitzes are superhuman, since even regular Genestella can reach the legal speed in Japan which is 60km/h on normal roads. (And thats considered simple joggining no less, with top speeds being likely far higher)

So, I want to discuss if the 0.013 second (13 millisecond) timeframe is really out of the question here:
