Time stop resistance vs time slow

So character a is fighting character b and character a decides to use their time slow that eventually stops time all together but character b resists time stop would they resist time slow?

If the Time Slow is stated to stop time together then he would gain resistance to both yes.
 
I think people who resist time stop should resist time slow because the depth of stopping is better than slow on a quality basis
Slowed time will always be infinite steps behind a full stop
 
Time stop is just time slow down to zero movement, so resist time stop should resist time slow
 
Isn't time stop assumed by default to affect the world/universe (unless explicitly stated/shown otherwise?), I'm sure resisting time stop should also grant time slow resistance too (iirc many verses treat time slow more like stat reduction than actual true manipulation of time or stat reduction as a side effect).
