As far as I can see, there are standards, just like how any story where the main character is transported to another world is called isekai. Some people even loosely label fantasy as isekai.

For harem, people (and authors) often treat anime, manga, etc. where the main character has multiple girls around him and several love interests as a harem, and they label it under the harem genre.

Others argue that for an anime to truly be a harem, the girls must actually become the main character’s girlfriends, wives, or something similar, or the story must have a harem ending.

If we go by the first definition, then Maou Gakuin is a harem. If we go by the “true harem” definition, then it isn’t a harem.
