How do we treat AP gaps in Tier 1 below Outerversal?

Is it that: if you are 7-D, and the opponent is 6-D, do you one-shot the opponent?

Each new level is infinity above infinity.. so a character with a higher level of existence should probably one-shot a lower one.

Yes. 7D is infinitely more powerful and 6D most of the time can't even touch the other one
