I think Princess Shaneylle (Base) is the strongest 2-B.

Well since the creator of Yvonne said this is so, and I agree, I think we can add Arimiminiumu for 9-C. Yvonne straight up gets Speed Blitz'd even if she does pull out resurrection and Duplication since his attacks passively nullify and absorb some of the opponent's power, and when you speed blitz someone that's faster than 5 Quadrillion times FTL, yeah...

Erebus has great versatility and defensive hax, and can pretty much resist or nullify everyone else's abilities.
Seventh Guardian and Nicomedes both have really powerful fate manip, but Seventh also has good survivability and their fate manipulation is universal in range, while Nicomedes can create impossible futures (e.g. make something with a 0% chance happen) and affect fateless/acausal beings, and has a small pocket dimension with law manip on it.
Second Guardian has what amounts to sub-quantic matter hax that also work on souls and magic. So she can rip your soul apart on a sub-quantic level, then put it back together as a chair. Or she can atomise your magical power so you can't do anything with it. Or take your magic apart on a sub-quantic level, then put it back together as acid, while it's still in your body. Or just turn you to stone.

He beat the Second because his telekinesis let him hold himself together so he wasn't just ripped apart or transmuted by its Authority of Dust.
He only beat the Seventh with the help of Nicomedes countering its Authority of Destiny (until it tried to just straight up destroy all his threads, which instead of killing him as it should have, allowed him to draw on his previous life's Seraphim nature to survive independent of the threads).

Lullabelle is 4-B+, she's the strongest 4-B as far as I know, being several hundred billion times stronger than baseline Solar System level - which warrants Solar System level+
Said superiority carries over to her High 3-A and Low 2-C keys in multiple ways (and her yet-to-be-added Tier 1 key), so Attack Potency wise, she's likely the strongest High 3-A and Low 2-C from what I've been told.
