As of right now, the consensus is that, in a Vs Battle setting, Naegi's luck is better, as Naegi's defensive luck is more potent and reactionary and his offensive luck is closer to actual luck, in that it's much more random, whereas Komaeda's luck is proactive and strong offensively, but defensively has been overpowered by stronger luck, his own luck, and it was easily predicted and calculated by Junko, Naegi's was too unpredictable. Naegi's luck should be described as better, but with context of a vs settingAntvasima said:
