im not sure it is possible to 1 shot in stats equal. but I know someone who might with a ridiculous damage boost and stat amps

Nahhh, people are over exaggerating Tatsumi here. His RE isn't some instant I adapt and blitz the **** out of you. Garou is much, much more of a problem than Tatsumi.

I don't really see why he can't stay in the tournament. Don't really recall anything op about Tatsumi, and he still has skill and shit to help him win fights. His only wincon, and identity, isn't just "lol I adapt and **** u", the dude is pretty skilled.
