I was going to say that Spider Man would win if he could follow the scout, but then I saw that their speed is the same. Spider Man can try to trap the Scout with his webs and end the attack using his other techniques, while Scout would need to approach to give maximum damage, which would give SpiderMan a greater chance to finish it if it happens.
 
Since there's no given place for this fight to happen Standard Battle Assumptions would place them in central park, which would give peter the home field advantage, so Spider Man would win because of home field advantage.
