Misako and Kyoko scale from 0.04 Tons while Kimiko and Annie scale from 0.054 Tons, so a 1.35x gap in favor of the latter
Looks like they're at an AP disadvantage, but this isn't anything they're not used to because they spend a lot of their boss battles at an immediate disadvantage, yet also manage to come out on top, even in doubles fights. That being said, they're more used to working as a team and their coordination together should be better than Kimiko and Starlight's considering over the course of the two games, they canonically fight all of the enemies they face as a duo. They're also used to fighting matches like these. They can fight Hasebe and Mami, who are basically their rivals, at the very end of RCG1, who have their own team attacks and coordinated movements and still effectively beat them down without breaking a sweat. They did the same in the second Ken fight in RCG2, where they had to fight three coordinated individuals at once. Not only can they combine fighting styles and do some crazy martial arts to juggle them into combos, but on the account that one of them dies, the other can simply kick their corpse so they come back to life with health.

Let's look at the skill advantage as well. They're equal to if not above the Lee Brothers who have fought a "countless" army of grunts according to Skullmaggeddon and have created their own martial arts style so great it was coveted by evil ninja clans. Misako and Kyoko are trained by these same guys and managed to defeat one of their most reoccurring adversaries, Abobo, easily together. They can learn martial arts techniques in the tens from them in a very short time frame, which isn't quantifiable, but we know that they trained for less than a day, adding to the fact that they can learn new moves and get stronger just by fighting people. As denizens of River City, every single day is spent fighting. Every encounter ends in a street brawl, so they're basically fighting machines. They also are used to fighting people with superpowers. Powerful psychics like Yamada, people who use music as a weapon like Noize, a prodigy in the mystic arts since she was just a kid (Blaire), Touhou-style projectile spammers (Hibari), and a gangster souped up on Super Soldier Serum (Sabu). When Sabu wanted them dead, he created enhanced grunts that were capable of learning from all of their moves, yet they still defeated them swiftly.

Starlight's blinding might be a problem but both Misako and Kyoko are able to fight clearly in headache-inducing fog and dodge attacks without a direct line of sight to their opponent. Kimiko might also be a problem with her stealth, but seeing as how this fight takes place in just a straight alleyway without much to really work with, I don't think it would be too much of a problem for the girls. They also have a slightly higher LS with 22453.011641 N from the Abobo fight in comparison to Kimiko's 15000, so they could restrict her if need be (a lot of their attacks come from wrestling type moves and suplexes so this wouldn't be ooc for them). I'd say more often than not, the River City Girls take this.
 
I think the girls from... The Boys would take this, their AP advantage is not massive, but it is compounded atop Starlight's range with beam spam and Kimiko's potent healing factor, as well as how they held their own against enemies with superior skill (Black Noir) or experience (Stormfront).

The River City Girls deal with projectile spam all the time, on levels much superior to Starlight. Not to mention, they also have experience beating down people who can regenerate. I personally don't think Noir and Stormfront's experience holds a candle to the girls, and your explanation as to how is very vague.

This is also a factor:
Her regeneration does not activate instantaneously, so she can be briefly incapacitated with enough damage.
