The Raikage Throws Down With A Rat

Jokes aside,
Both resist Lightning Manip to a fair extent, with Pikachu just being an actual battery (thank you, volt absorb). Raikage's lightning cloak is going to push Pikachu a bit, especially with the speed enhancement from the get-go + baseline AP difference. My thoughts are currently:
In a battle of stamina and AP, Raikage wins more times than not. Especially with the bijuu bomb + eight tails feats
In a battle of speed, I wanna say Pikachu due to the sheer amount of utility they also have with little cost associated, and with debatably a much more diverse experience when it comes to fighting foes that are faster and built differently.
Although as it stands Iron Tail is possibly the only thing keeping Pikachu from becoming a rat kebab. As for the A, they will probably analyze Pikachu's tail as it's strong-point for most of it's attacks and aim to rip it off/ disable it. Basic Ninja analysis, really.
Gonna wait for more input for now
