Base Lord Ruler, no prep time, but a massive supply of every metal.

Base Worker, no Orbital bombardment

Battle takes place in Kredik Shaw

Just so we are clear, the Ruler only needs to kill the Worker once, as the resurrection time is at least several hours, if Worker dies once he loses by incapacitation for 1 hour
 
Without atium TLR has almost no chance to win I would say because he would certanly die from soul burning. As long as Infinity Blade or armour is not made from aluminum, TLR is able to keep distance between him and TWoS by pushing on metal or even crash with TWoS couple of walls. But that sort of damage will not kill TWoS. That means that TLR can stall fight as long as he has metal supplies, but it seems that his attack possibilities are quite weak to have win. Only if TLR has duralumin, he can try to crash whole Kredik Shaw and bury TWoS under tons of rocks; bend armour with extraordinary powerful push; use atuim for ultimate future knowledge and other blitz-like staff.

Without atium TLR will lose, with it it will be draw and with duralumin he has chances to win.
 
TLR wins. Projectile with countably infinite momentum. (Iron compounding and steel pushing). Not to mention near limitless speed/strength, if that is somehow negated.
