I mean...

Both have largely the same powers, right? So it comes down to different vantage point on this fight. Bel is a warrior, his take is to fight until the enemy is dead in the face of all odds as long as it seems likely to win. The problem with this is that Mammon is likely stronger (Bel is a fledgeling Archdevil whereas Mammon is one of the most ancient beings in existence at this point) and he is much, much craftier in single combat. Bel is a strategist, Mammon is a tricky bastard.

So I guess I'll vote Mammon based purely on that.
