Not really. Being sealed in Bullet Hell is an inherent part of the character. Ergo, he is outside for a second, and Kaliber drags him back. His BFR has shown no such limitation as it is literally just opening portals. Additionally. Bullet Hell is not, in fact, a physical part of the Gungeon. Lich is able to BFR anyways. His range, therefore, should be changed to Inter-Dimensional due to being able to do it from Hell.
I would say yes, he has the range.

Isn't bullet hell a sub-dimension inside of the gungeon? Like, is it said or hinted to exist outside or seperated from it? If not, him not showing such restrictions is not an argument, as not showing the inability to do something is not proof he can do it.

As Ricsi says. Lich is passively sealed in Bullet Hell by Kaliber.

The fighters get both teleported to central park. He still gets bfr'd back.

We just don't consider this so the fight can actually happen. A bunch of 40k characters have "in the warp" keys, and some destiny characters are gonna end up with "in the ascendant realm" keys, but they're still usable for matches not specified to be there.

Why exactly? If the location disadvantages the character then the OP should just change it like the SBA page says, not ignoring that disadvantage completly.

With locations like the Warp and Ascendant Realm, those are not regular locations by any stretch of the imagination, and for the Lich, its only even a thing because someone else wants to spite him. The Lich could leave just fine if Kaliber stopped caring, not like he straight up can't exist outside of it.

Yes, but Kaliber cares, if she didn't he would lack her ressurecting him.

He straight up cannot leave the place, and I see no reason to change that instead of just putting it in the OP that they are in the gungeon already.
