You might argue that knowledge is irrelevant to a 0. However the thing is.. she (I'll call her she) says there are things she does not know and or likely could not reach to know it. This means the concept of knowledge still exists on her.

And before you say "Omnipotence without omniscience can still happen look at the writer!1!"

The Writer is a special case as they are simply a bunch of real world humans, and truly their fiction avatars still reflect what they know.

And still, either way, her nigh omniscience is still reflectively stated to be an established limit as a normal 0 would have no problem crossing into another iteration of reality to find those pieces of information. But she cannot..

This still seems like an established limit, and even though she is transcendent of the other Outerversals of her fiction, such as how TOAA and Kami Tenchi were rated, however those two did not have any stated limit shown. So they qualified.

I still think she should be High 1-A because the nigh omniscience thing and her stating there aren't things that she knows and can't reach, is a limit,

If you're omnipotent, you can do anything.

She obviously cannot reach that knowledge.

I am just telling you what was decided, i have no opinion on this. Someone who believes in the omnipotence without omniscience concept will have to argue it with you.

Tier 0 isn't Omnipotence. It's Questionable Omnipotence. The Law of Identity has already been decided and accepted as a Tier 0, due to her nature.
