The Governor possible upgrade

The Governor is currently listed as At least Athlete level (Can easily overpower and defeat characters like Merle, Michonne, and Rick).

But on a episode he was showed strong enough to kill Zombies with his bare punches. That is Street level.

He killed 3 Walkers with his bare hands

The only way to kill a walker is to cuase severe brain trauma.

Thoughts?

This would mean an upgrade for characters that fought him. Like Rick, Merle and Michonne.

Those feats are consistent with Governor's ones.

Should we need to separate the Comic from the TV incarnation of Rick?

Because comic Rick is just At least Athlete level physically.
