The scaling chain for their AP should be something like:

Monster Chopper > Chopper > Buchi who casually performed a 8.5 tons feat
Oozaru Goku (21st Budokai) > Oozaru Goku (BoS) => Grandpa Gohan > Tao Pai >> General Blue = 3.7 feat

Chopper should hold the AP advantage and Lifting strength advantage so maybe he could just throw Oozaru Goku around despite the size difference Oozaru Goku would mainly be a threat due to breath attack.

Ultimately I'll give it to Chopper due to AP, Durability and Lifting Strength.

Tbf the size of the Oozarus is rather inconsistent, even within the same series, so the difference between Goku and Chopper may not be that much.

No, Master Roshi fired at the moon, since he knew it was the only way to make Goku turn normal again.
The scene is protraied to give the impression that Goku was hit (with all the characters worried about it) and create suspense in the reader, just to reveal that Roshi didn't aim at him.
