I will need a citation on how much Billy can slow down time. If it's anything less than 80% then he isn't taggin the Flash, assuming Flash doesn't job like hell. Normally, Billy would be like a frozen statue in comparison FYI.

its not stated exactly by how much, but the guide implies he can slow down time as much as he needs for him to be able to react to any given attack. Its also automatic, and considering there are MFTL+ characters running around the Nasuverse, I don't think Billy will have issues

For the record, even if Time did slow down by 99%, Flash would still be so many times faster the speed gap would still blitz.

He still can't damage him though....

Well yeah, but as I said, since the guide implies it slows down as much as he needs to react, and there are characters much faster than the flash around, so it shouldn't be an issue
