The Evil Within Speed Upgrades

I was playing through The Evil Within 2 and got to the minor antagonist Stefano. In the cutscene before his boss fight, Sebastion fires three shots at him, he proceeds to teleport out of the way of them. I was thinking this may give Sebastion supersonic reactions through scaling to Stefano.
