Probably... by, y'know, using it to destroy whatever universe SCP-682 is in?
However, it doesen't boost his durbaility, so 682 could easily kill the doctor as well.

1 month? Can the Doctor construct a TARDIS in this time? The answer is yes, I guess. But he would construct a Vortex Manipulator before, to help him find the pieces he needs.

As he did in the episode The Doctor's Wife. It would not be the same thing, but would help him.
Anyway ... I'm not sure if he would be able to kill 682. Maybe seal/trap him somewhere.

If the TARDIS is restricted it means he wouldnt be able to make another one either.
That might be a bit difficult seeing as 682 can travel through different realms and dimensions to escape being BFRed

Well, the doctor was in a TARDIS graveyard so it would be easy given that he had the resources then. I however wouldn't be surprised if he could construct a time travel machine with the available tech, gien that he has a lot building feats.
The best shot he has is trapping the SCP somewhere, I guess there's a possibility he could trap it somewhere?
