The Different Metrics of One-Shotting

A question for knowledgeable members/staff. Why does the one-shot page state a 7.5x gap is what is usually required to one-shot, when the wiki treats it as a varied upscale into the next tier depending on how whoever was one-shotted is into that tier?
 
That's the differnece between average human and street level, it is only used on versus threads instead of scaling chains because it would lead to inflated results and fiction doesn't have a set gap for one shotting.
