It works at least for a "possibly/likely" rating. Baldur from God of War has a "possibly High Godly" regen because there is no clear and hard evidence of that

Actually I'm pretty sure it can be used to justify a complete rating considering Doom uses the same type of statement to justify the praeter armors resistance to extreme heat.
