Definitely the cat. They're strong enough to cut adult humans, as said in the profile, and some can even spread disease (not to say necessarily that the authority would survive as long in this fight as to be affected by a disease, or that he would be able to survive the stike that would have spread the disease to him). These abilities plus the fact that most cats can survive in nature for at least some time even if they are domestic puts the cat in a much better position than The Authority.
