should memory manip be non combat though? Since Gumgioo was created with those memories. It is unlikely this can be used against others that he did not create due to the context. I could be total off though.

It doesn't say that they are made of electricity and numbers, but that they taste like electricity and numbers which is kinda not the same.

As long as the High 4-C stuff isn't an outlier, then all of these should be fine. And if they're all just made up of electricity, then just have them as Incorp instead of including Inorganic Physiology.
 
The possibly comes from the fact the sun is only implied to exist, we never actually see it but we have proof of it's existence

Gooseworx was referring to Ragatha's immortality and not the other's immortality, she also meant by "theoretically" they can survive anything, not "practically" which means:
"in a way that relates to ideas and theories rather than practical actions"
Plus in the last scan, she was responding to the question which was asking what happens if one falls from a high place (But I'm a bit iffy on that part since Gummigoo just simply and flatly hit the ground, not in a cartoony way of a sort)
That's because they are codes in computers, and Gooseworx sees them as one too (There are other statements such as Gooseworx said that their body is made out of polygons, the Incorp's statement is about how they tasted and not made out of. Also confirming there would be nothing underneath their clothes with only back-face culling and only having a skeleton when they are electrocuted. The models in Candy Canyon Kingdom's test room has Gummigoo touching his own separated model's face and feeling it)
Other verses, like Wreck-It-Ralph and The Matrix, has characters that are also made out of either electricity, numbers and codes because of their existence and programs inside the virtual world. But they aren't given to it due to Reality Equalization (Which basically saves this verse from getting downgraded to Tier 11)

Other than that I'd agreed with the rest. Also I want to add another justification into Caine's Possibly 4-C Rating which:

Notice how Gooseworx said "they" and not "she", so she wasn't just referring to Ragatha.
