As far as Raiden knows, rip the souls of everyone on Earth was an unimaginable scale even when knowing Shao Kahn's soulnados as he states in MK9, Kahn having done that with any realm before seems fishy, especially with many realms where he didn't use that. Also since when Mortal Kombat rules prevent Soul Absorption? Shang Tsung was literally doing that do Liu Kang on Shaolin Monks and has moves to do that in kombat.
