This one is a close one, but, I'm going to have to say Scrooge would be the winner via high toon force and great experiance. Scrooge is one who is comparable to Super Goof, who literally threw a planet, can transverse to other planets with ease, and can circle around the entire universe.

Terrarian due to range advantage, and likely AP advantage as well. With speed equalized, Scrooge isn't dodging Orion's Belt, Chlorophyte Bullets, or much else really.

For which reasons exactly? Terrarian is stronger and can easily overwhelm Scrooge with Danmaku and summons.

Like I said, Terrarian is superior physically. Toon force can't save you from a rain if danmaku and minions. Scrooge's experience advantage alone is nowhere near enough to make up for that.
