So A-Train is about 3.5 times stronger than Scrooge but mostly focus on quick physical attacks, Scrooge could eventually notice this and use his Anti-Inertia and Neutra-Friction Rays and stop A-train from moving completely which would definitely handicap him

Scrooge survived a barrage of attacks from Shovel Knight. He should be able to tank A-Train's hits.

I vote to Scrooge FRA. Scrooge's guns are instant win and he can handle A-Train considering how he handles SK.
