SCP-096 takes one to two minutes after its face is viewed to switch from emotional distress to bloodlust. That is plenty of time where it is a sitting duck. Furthermore, its speed boost correlates to the distance of the person who viewed it, and when directly seen its speed enough for a retrieval squad to give it a fight.
Otherwise, SCP-173 had no issue physically snapping SCP-096's neck, and chopped limps off can be an incap. Tanjiro's standard tactic is to behead, assisted by combat clairvoyance that guides his blades to his opponent's weakness and alerts him to danger. It would be a blitz with a very significant attack boost and regeneration negation if Tanjiro uses Dance of the Fire God.

Staff agreed long ago that:
With the exception being if the verse has characters using the same energy source to generate both physical and heat attacks. SCP doesn't qualify, otherwise there probably would've been a CRT to upgrade the Tier 9 characters.
So... SCP-096 is lacking in feats against physical attacked, and doesn't have a counter to Tanjiro's versatility.

Again, 096 has been undamaged by weapons that can fragment a tank which would put its durability well above Tanjirou's AP
