For scaling someone who is Omnipresent, meaning they are nowhere, everywhere and everywhen, if a person was powerful enough to interact like move and/or kill them, do they scale to them?

Interesting, so would this be similar then?
It depends on how they are fighting or killing them, like Dante didn't get a speed rating upgrade as a result of the way he did it. Also the speed rating you could get if it is deemed a legit speed feet, would depend on what type of omnipresence. Like Sonic was a speed feat against Solaris's temporal omnipresence, which would require immeasurable speed. But for normal omnipresence's that's across the whole universe it could net a high level of MFTL+ or perhaps infinite speed if the omnipresence extends across an infinite size universe.

For context, the omnipresent person is a higher dimensional being existing in time itself, the person who is tagging had achieved the higher dimensionality too and can move between timelines with speed, and that same person reached out to the omnipresent being inside the dimension of time and pulled them into a lower dimension.
