Both are sub-relativistic correctly. They can easily respond to those who are Massively Hypersonic + even if they are not serious.

Like Toneri, he doesn't show that he is fighting against someone who is MHS +, but he is set at this level because he is scaled from Urashiki, who fought with Gaara.

Urashiki does not take seriously with them He just teased Gaara.

So this is meaningless and there is no evidence that they are MHS +.

Toneri has scaled with Base Naruto, who can respond to Toneri's moon attack.

Toneri should have the same scale. Because he can fight with the response to Base Naruto

From the looks of the comments in that Base Naruto Speed calc, the Sub-Relativistic calc is questionable and may not be used.
