Structures or feats in High 1-A or 1-A tier

I'm not sure if this is possible or if it would be considered an outlier, but I wanted to raise the following scenarios:

Scenario 1) If a fictional franchise establishes a 1-A or High 1-A structure, and within that structure, the characters release an energy like 100 Foe or destroy something similar to a solar system, then would they belong to that tier (1-A or High 1-A) or to Tier 4-B?

Scenario 2) Within this structure (1-A or High 1-A), they encounter concepts they perceive as time or space, but it's neither time nor space, but rather laws they associate with those concepts (something like what happens with the warp in Warhammer). Would that structure then be 1-A or High 1-A?

Scenario 1: No. The character would not be Outer. If they affect the whole structure itself, yes.
Scenario 2: Probably not (I think?)

Scenario one goes in multiple ways. If its not explained properly, it could just be a downgrade for the h1-A or 1-A structure, otherwise it would just be h1-A and the destruction would be of a meta solar system or meta meta solar system.

Scenario 2 could also just be a downgrade unless its explicitly mentioned that its a meta space-time concept.

they will still outer if the "solar system" is 1-A or H1-A structure

1-A or H1-A structure can have their own space-time structure it will not be a problem if the space time is not as the same as lower space-time
 
But what would happen if the inhabitants of that 1-A or High 1-A plane lived in an environment different from a normal universe (like ours) and characteristic of structures of those tiers, yet they perceived it as normal, as if they were in a universe similar to ours?

For example: We are governed by the laws of gravity, and so are they, but it's not exactly gravity that governs them, but something similar, yet different in every way?

I'm basing this on the example of Warhammer 40K because in several stories that take place within the warp, the characters are guided by concepts similar to those found in the material world, although it's implied that these concepts are different, like time itself.
 
A meta space-time concept? How will it be?
laws of space-time that will govern H1-A structure for example when the character rewind time for his word it will not affect our world since it just a fiction but we have laws of space-time that govern us. so the space-time of our world we be 1-A so affecting it will also give it 1-A space-time manipulation feat

having similar concept's is not a problem if they are not the same for example if same one simulate the universe with the same law of nature as they universe it won't be anti-feat since the law of stimulated world are not the same one

But what if these simulated laws occur in a 1-A or High 1-A space?

For example: Time and space exist, but they are not the same concepts of "space and time" that govern normal universes like ours; rather, they are concepts that may have some similarities from a simplified perspective.

So, would those spaces still be 1-A or High 1-A?

I'll wait to see if a moderator or someone like that weighs in, but I'm not invalidating your answer, on the contraty, I appreciate it.
In fact, I think there should be some kind of page on the Wiki that explains these kinds of "cases" or "possible scenarios."
Also, do you know of any examples of this outside of Warhammer?
