They can both enhance their strength in some way, Hulk via Rage and Gilgamesh with his exoskeleton however while Hulk uses rage he actively regenerates making him harder to kill, he's also surprisingly versatile and can also infuse gamma radiation into his attacks when using his Stranglehold and Thunderclap

Gilgamesh is a skilled fight in his own right but Hulk is no slouch either as he can combat Thor on several occasions and has matched Iron Man when it came to fisticuffs and since he regens as stated before he's harder to kill so I'll say Hulks versatility, regen, and LS advantage gives him the edge here
