@Bambu it's because Cueball is extremely fast for his tier as time is slower

Cueball has eons before Charles is even able to think.

For some reasons his speed was changed from Infinite speed to "sees time more slowly" which doesn't make any sense but the effects are still the same. Time pretty much does not flow unless Cueball makes it happen.
