Not sure what can Ripple do here? Strider Hiryu has some hax like time manip that I'm not sure if Ripple can do something againts it. Also, if he creates intangible clones Ripple won't be capable of touching them.
Maybe if Ripple makes a good shot to his head she can fo something, and her ability will make that she hits him everytime, aside from maybe he blocking it with an object.

The only way Ripple wins would be for her to spam shuriken and hope Hiryu doesn't block all of them. If she lands one in his forehead, then maybe...
