Starfire vs Teen Titans
Seen in this clip during the episode that led to the creation of the Teen Titans, we see Starfire fighting off Robin, Beast Boy and Cyborg all at the same time.
As you can see, Starfire was strong enough to wreak havoc through mutiple buildings in Jump City, making her Multi-City Block Level in attack potency. And she does so even with her powers being contained in those gauntlets, so her power stat can potentially be higher (Cyborg even mentions that if not stopped, she can "wreak the whole city").
