Based off of Beerus statements, SSG Shallot is weaker than Goku when he first went SSG, but as brought up before, he was capable of hurting a suppressed Beerus and seemingly fought on par with Zamasu, so 3-A is fine.

I'm guessing the 3-B comes from the fact that he can stomp a non-Dark Ki enhanced Toei Buuhan in a similar fashion to Super Vegito, who iirc has a statement of being comparable to SSJ4 Goku, who's 3-B.

Yeah so fighting on far with Zamasu & hurting a suppressed beerus gave us a direct 3-A than at least 3-B ,likely 3-A since its pretty much confirmed so yeah 3-A SSG Shallot
