does higher dimensional existence (above 4d) warrant immeasurable speed?

can u have irrelevant speed without being outer
 
another question, is being amped with speed by a 5d source grant immeasurable speed?
 
Okay so Let me take an example that doesnt have any meaning in VSB calculations, but rather one you could compare to on a pretty good scale.

Bill Cipher. Bill cipher using his AP destroyed a 2nd dimensional dimension, and then travelled to a 3D dimension.
this didnt change his AP at all, it was still the same afaik. Between being in the 2D dimension and going to the 3D one, his potency didn't change explicitly from the dimensional change.

Im unsure what the standard assumption is, cause I havent been on here for long. However you did ask for an example where HDE didnt affect AP and I provided.
 
Btw i tried fixing scheemypants but the thread died, so he is a bad example since he ain't a HDE in the spatial or reality sense
 
Speed is a scalar, meaning it has nothing to do with dimensions, as scalars have only magnitude. This is why just being higher dimensional doesn't warrent anything in terms of speed

Don't know what would irrelevant speed would become, but I guess the same explaination could work there too as apperantly it wouldn't rely on 1-A anymore
