Something i dont understand about Narutoverse's speed

There are two main problem about that feat's calc which i don't really understand the logic behind it:

1. The whole attemption of the calc of the Rasengan Shuriken's speed doesn't make sense to me since it been stated that the Rasengan Shuriken cross that 39+ km hole size in 1 second

2. Pretty sure that this calc clearly using Calc Stacking in order to calc Pain's speed,by using the Rasengan Shuriken's speed calc.
