High 7-C with C3 vs 7-C with the Philosopher's Stone.
Deidara takes this 9-10/10, way smarter and better in literally every element his enemy is good at. Solf's Durability is Wall Level, even C1 is more than enough to vaporize him.

Alright, one for Deidara. but keep in mind Solf can also kill him (7-C VS 8-A)

Fair enough, but still. Given Deidara's high intelligence, Pain Tolerance, Advantage of Flight, C1 which is At least Building level while Solf has Wall Level Durability, it's more than enough to win with a clean hit.
7/10 with C1. 9-10/10 otherwise.

Why are you restricting Deidara and not Kimblee? Isn't that against the rules?
In all honesty, Deidara is very clever. He has outsmarted many opponents like Sasuke and Gaara, out ran Team Gai for a while, tricked Team Gai and Team Kakashi into thinking he was dead, his fighting style is very versatile and is suitable for mid-range to very long-range, and most importantly, with C1 he still has aerial maneuvers as his clay birds are C1.
Deidara gets my vote.

If the shuriken are made of clay and can explode, then yes. The only other tool he used was a kunai when both his arms got ripped off. He used the mouth on his face to wield it and actually fended off Team Gai that way..
